Safer Spaces?

Just a few weeks ago, there was an active shooter drill in a school.  Educators told a student who is transgender to sit alone and vulnerable in an open hallway, and they directed the other students to shelter in single sex locker rooms. Educators said they told the student to sit out in the hallway because they didn't know what else to do, and they weren't told by administrators what to do.  What do you think about this response?  What would you have done?
